Salary is not a motivator unless it is so huge it offers lifestyle changes! If you have staff paid to check others to make sure they look like they are working then that’s what your people do. They make sure they look like they are working.
People can vary their performance 3:1 without looking any different. You need numerate controls if you want to work in that way. But see below.
